In recent years, the term "policy instrument" has been used frequently with regard to R&D policy and innovation policy. This article examines the development of the term as part of a body of research known as "policy design". Over the last 50 years, there has been substantial progress in setting policy design on a more systematic basis, with the development of established concepts and analytical frameworks, including various taxonomies of policy instruments. However, with just a few exceptions, this body of research seems to have had little impact in the world of R&D policy. The paper reviews the literature on R&D policy instruments, identifies a number of challenges for R&D policy instruments in the light of four transitions and sets out a research agenda for the study of R&D policy instruments, before ending with a number of conclusions....

The existing literature on macroeconomic policy research is mainly concerned with the impact of a single monetary or fiscal policy on China's macroeconomic fiuctuations in a closed economy. However, the effect of a mix of monetary and fiscal policies has been neglected. This paper addresses this issue with an open economy dynamic stochastic general equilibrium model. It applies impulse-response and welfare analyses to explore the stabilization effect of various mixes of monetary and fiscal policies. The results show that the optimal monetary policy and fiscal policy mix varies in different cases. When government spending shocks happen, the aggressive fiscal policy and passive monetary policy would be the best choice. In contrast, for domestic interest rate shocks, foreign interest rate shocks, and foreign consumption shocks, the passive fiscal policy and aggressive monetary policy are more applicable. This article explains China's economic fiuctuations and highlights the importance of mix of monetary and fiscal policies in the face of different shocks.

Our aim is to identify periods of restrictive versus expansionary economic policy in the euro area in the last two decades. We firstly conducted the study for identifying the dominant trend in fiscal policies and then in monetary policies. We studied several fiscal outputs, focusing on the cyclical adjusted primary balance. We also analysed the European long-term and short-term interest rates. The study was conducted for several windows, namely for 3-, 4- and 5-year periods. Additional procedures were conducted for robustness checks, namely the study of structural breaks in the analysed time series as well as a study of them recurring to Markov-Switching Regimes models. For most of the analysed periods and subperiods of the series, we concluded for the presence of expansionary policies either in the fiscal or in monetary European domains. Finally, the results and the analysis of dependencies in the euro area economy favour the evidence that economic authorities in the euro area have sought to coordinate monetary and fiscal policy to stabilise the economy.

The paper identifies different regional policy mixes, ranging from the more minimal to the more proactive or entrepreneurial and verifies their diffusion in the Italian regional enterprise and innovation policies. The empirical analysis is based on an original database containing every enterprise and innovation programme that has been implemented in Italy from 2007 to 2013, and is carried out by means of fuzzy-set clustering techniques. The results show the existence of remarkable heterogeneity, partly reflecting the well-known North-South divide, with some regions adopting minimal policy mixes and other regions adopting different types of proactive mixes.

The established literature demonstrates the critical role of the policy mix in the formulation and implementation of government policies for industrial upgrading. However, existing studies mainly examine the policy mix from either a horizontal or a vertical coordination perspective; very few examine both dimensions. To gain further insights, the current study involves an analysis of how China's central government manages horizontal and vertical coordination to pursue upgrading in manufacturing industries on the basis of an ambidextrous policy mix perspective and a thorough examination of both the external attributes (i.e., policy level) and content (i.e., policy instruments and themes) of policy documents. This analysis reveals several viable policy implications in relation to China's manufacturing transformation. In particular, it finds that China's policy mix for achieving manufacturing upgrading is highly coordinated on both horizontal and vertical dimensions. Governments at all levels apply the same set of policy instruments; environmental instruments are the most frequently used, followed by supply- and demand-side instruments. The core policy topics within the manufacturing upgrading structure include innovation, industrial transformation, industrial agglomeration, demonstration projects and service-oriented manufacturing. Therefore, this study establishes recommendations for future policies, which should focus on reinforcing guidance regarding national policies, encouraging local governments to apply innovative policy tools and increasing the use of demand-side policy instruments.

This paper established cooperation decision model for a mixed carbon policy of carbon trading-carbon tax (environmental tax) in a two-stage S-M supply chain. For three different cooperative abatement situations, we considered the supplier driven model, the manufacturer driven model, and the equilibriumgamemodel.We investigated the influence of mixed carbon policy with constraint of reduction targets on supply chain price, productivity, profits, carbon emissions reduction rate, and so on.The results showed that (1) high-strength carbon policies do not necessarily encourage enterprises to effectively reduce emissions, and increasing market acceptance of low carbon products or raising the price of carbon quota can promote the benign reduction; (2) perfect competitive carbon market has a higher carbon reduction efficiency than oligarch carbon market, but their optimal level of cooperation is the same and the realized reduction rate is in line with the intensity of carbon policy; (3) the policy sensitivity of the carbon trading mechanism is stronger than the carbon tax; "paid quota mechanism" can subsidize the cost of abatement and improve reduction initiative. Finally, we use a numerical example to solve the optimal decisions under differentmarket situations, validating the effectiveness of model and the conclusions.

The mix of contemporary innovation policies impacting on a given territory are typically characterised by quite different underlying rationales and instruments. Complexity is further increased by multi-level considerations. Thus policies with different characteristics and from different administrative levels are continually interacting with one another in complex policy systems. These interactions significantly complicate the evaluation of individual policies, and raise a series of difficult questions around how their respective evaluation processes should interact to facilitate learning around the performance of policy systems. This paper contributes with a simplified definition of an innovation policy system as the conjuncture of policy mix and multi-level dimensions, from which a series of steps are proposed for arriving at an evaluation mix relevant for the specific characteristics of a given policy space. These ideas are explored with respect to the case of the Basque Country region of Spain and signal an agenda for further applied policy research.

Abstract Environmental policy integration (EPI), that is, the incorporation of environmental concerns in non‐environmental policy areas, has been widely adopted in public policies. However, EPI research has found much discrepancy between environmental objectives and actual implementation. This paper argues that analyzing EPI in the context of policy mixes with multiple objectives, multiple instruments and their calibrations helps to better understand unavoidable tensions and limitations. We develop a framework to assess EPI at these three levels of policy output, synthesizing the EPI and policy mix literatures. We further distinguish four analytical dimensions to assess calibrations: stringency, specificity, flexibility, and temporality. A case study of the national implementation of the European Union's Common Agricultural Policy (CAP) in Germany 2014–2022 is used to elaborate the conceptual argument. The CAP has saliently incorporated environmental objectives, while implementation, including the calibrations of most instruments within predetermined corridors, is left to member states. A systematic meta‐review of 142 texts evaluating policy instruments and calibrations in the CAP 2014–2022, focusing on Germany, found that several CAP instruments link most farm income support to pro‐environmental behavior. These instruments could potentially have high environmental effectiveness and efficiency. But actual policy calibrations delivered weak EPI due to low stringency and specificity, while high flexibility and temporal accommodation of farmers' needs might support EPI by increasing acceptance. Weak EPI resulted from instrument calibrations in the face of unavoidable trade‐offs between competing objectives. Our results demonstrate that calibrations can significantly affect the strength of EPI adoption, and the priorities within policy mixes more generally.

Policies increasingly come in complex packages and understanding the nature of design criteria for such portfolios is increasingly important. However, existing studies of policy mixes fail to carefully define the dependent variable of the inquiry. As a result, theorization of policy design has lagged, the cumulative impact of empirical studies has not been great and understanding of the phenomena, despite many observations of its significance in policy studies, has not improved significantly over the past three decades. This paper aims to revitalize this important aspect of policy design work and policy studies by distinguishing between mix types and their impact on policy formulation. It defines key types and subtypes of mixes based on the complexity of design variables such as the number of goals, the number of policies and the number of levels of government and sectors involved in the design of a policy bundle. The taxonomy is then used to assess the validity and applicability of oft-cited but under-examined portfolio design principles and precepts.

Recent years have seen the emergence, take-up and use of the term 'policy mix' by innovation policy makers and by policy analysts and scholars alike. Imported from economic policy debates, the term implies a focus on the interactions and interdependencies between different policies as they affect the extent to which intended policy outcomes are achieved. However the meaning of the term remains ambiguous. Nonetheless, we argue that the emergence of the 'policy mix' concept into common use in the field of innovation policy studies provides us with a window of opportunity to reconsider some basic and often hidden assumptions in order to better deal with a messy and complex, multi-level, multi-actor reality. We draw upon a range of literatures to re-conceptualise the basic building blocks of innovation policy studies in order to arrive at a useful definition of'policy mix' tensions and interactions of different kinds across a series of dimensions. We suggest that this reconceptualisation has important implications for the future scope and focus of prescriptive and analytical innovation policy studies.
